While Section 702 has primarily been used for counterterrorism purposes, it has also been used in the context of cybersecurity and electronic warfare operations. For example, the NSA has claimed that it has used Section 702 to identify cybersecurity threats and vulnerabilities, and to disrupt cyberattacks.
However, Section 702 has been the subject of controversy and criticism, with some arguing that it undermines privacy and civil liberties, and that it is overly broad in scope.
The Electronic Privacy Information Center has submitted comments arguing against the use of Section 702 in the context of cybersecurity and calling for greater transparency and oversight regarding the program.
